A person who is shorter than average but not meeting the specific criteria for being classified as a midget, may be described as having below-average height or being on the shorter side of the height spectrum. "Short stature" or "below-average height".

That guy is almost a midget! The word midgetous makes sense.

Milk Midgets are known to fear vegans and will totally avoid a home with a vegan in it unless particularly hungry or thirsty.
