Used by nerds to define BPM, often in Romania and Italy. Can be used in a mechanism (see beats per minute mechanism) and may be created by the government.
Those who say this either are a part of the niche meme or need help. Possibly both

Towny Beats

1: A word describing the form of sound system a towny has in his/her (normally male) car.

2: A style of music, normally rap, played unnecessarily loudly out of a towny's car.
