A particularly annoying person that lives in outlandish areas. They love to complain about how far away everything is, and have terrible social skills. Most likely home-schooled they flaunt the fact the finished high school at the age of 14.
Can also be a person that is relatively new at the rural life and its customs. Do not have any survival skills and would most definitely die of starvation, thirst, or bear attack.
In all cases a rural noob is extremely annoying because of there high-pitch nasally voice.

derived from the term urban-rural fringe, however this is not to be mistaken for urban rural minge. an urban rural minge is a woman who is known to have sexual activity with city folk and country folk.

Refering to mpg (miles per gallon), this is an avergae of mpg in urban area, which is usually high due to the stopping, starting and speed differences , and that of rural area, which is much lower (about 10-40% lower)

PEI's best high school, no debate. We have legendary rugby teams, insane prom parties, Tim's right around the corner, decent electives, chill gym teachers, and all our parents went there too. We're willing to deal with the crappy parking because we can turn up to UPEI in red and white to watch TOSH lose the basketball game.
