When there's enough of this hair it resembles bangs, but instead of being around someone's face it is around their man or woman junk instead.

A person who has bangs and also clearly (and often after speaking to them) looks like they have issues.

The wearing of ugly bangs and also having mental issues.

It sounds rude but I'm talking about people who function in society, in real jobs, that clearly have mental issues...that also wear bangs. Hence, mental bangs.
