It is normally related to either extreme personality flaws or actions commited counter to human decency.

Australian slang term used to imply that someone is completely crackers. An analogy used to convey a state of insanity, possibly catalysed by heavy consumption of legal or illegal substances.

eg1. Policeman: He threatened the victim with a spork, held her hostage and demanded the ransom be paid in bananas... He was captain rats.

eg2. Josef Fritzl is captain rats.

The most demonstrative, awful type of person who looks like they would engage in the lewd and disgusting act of having unconsentual sex with a rodent.

Sacristy Rat

A term used especially in the Catholic and Episcopal Churches to describe an unordained individual so devoted to his Church that he is seldom seen to leave. He can often be observed meticulously arranging the fair linens, compulsively rearranging the altar candles in descending order of height, and maintaining the integrity of the reserve sacrament at all hours of the night. Outside of their eccleastical duties, Sacristy rats have a reputation for being heavy drinkers, particularly in the Episcopal Church.
