a small town, Pelican Bay, Texas with low rent, inside a city with high rent, also known for drug manufacturing houses that exploded in the '80s, as well as a man who was killed by his wife, chopped into pieces and buried in their yard and a woman killed by her own tenant when police failed to respond in a timely manner
