It is a Portmanteau of "toxic positivity" which is defined as being patronizing or antagonizing under the guise of being light hearted or positive. A good example of toxic positivity is the phrase "Bless your heart", it sounds positive, but is actually a passive aggressive insult of intelligence, used commonly in the Southern United States.
The phrase may describe mothers or motherly figures who act overtly positive at inappropriate or awkward times so they may use their child to appear more "motherly".
