Mentally Innocent (adj.) A euphemism for "retarded," "window licker," "dumbshit," etc. Mainly used to insult other individuals who are not truly mentally challenged but make poor decisions.

Drill Sergeant 1: "We were just told that we couldn't call you retarded anymore."
Drill Sergeant 2: "Yeah. So we're now referring to ya'll as 'mentally innocent'."

mumbles, inappropriate grabby hands, dried drool in the corner of mouth, eating with hands, falls in tar, bewildering blinking to focus on shinny objects, drunk dialer, same question every 5 minutes that you do not know the answer to and have told the mental runt.
Most people use the opportunity to run from a mental runt while they are in the bathroom.
