An African-American Neighborhood that has houses that look filthy, boarded out and is Poverty Stricken. There is Drug Dealing, Murdering, Theft, Gang Activity, Etc. It is dangerous and not very safe to live in. And is also a place that is secluded or considered the wrong side of town that is.
