Emergency Outage

Federal Government PR term referring to a scheduled service that fails to become operative at the agreed upon time, usually due to higher priority legislative responsibilities slowing down the process with events including (but not limited to) wasting tax dollars on unapproved, discretionary outings, low-mileage private jets to environmental causes, scheduling hearings about hearings to discuss hearings concerning future hearings, and early identification and concealment of tax dollar shrinkage.

The new student loan website that was set to launch on Monday instead simply displayed, "Emergency Outage."

ball me outrageous

A phrase that is meant to request action from someone. Whether it be for said person to go get something or do the speaker a "solid" of some sort. It is often misunderstood completely by the speaker's intended target, resulting in an unfullfilled request and an overwhelming sense of "wow that guy/girl is a little bitch". The object of the phrase, "ball", can be interchanged with any desired noun that the speaker would like to be given to them.

Eric: Yo, ball me outrageous with some stump dat.
Vinny: Ight man, imma stump you outrageous

or

Vinny: Alright this pizza's done except it needs meatball. Rob, ball me outrageous.
Rob: What?
Vinny: damnit!

When someone gets offended by something, on behalf of people from another race/culture, even though people of that race/culture aren't actually offended by it in the first place.

Example of outrage appropriation:

Outraged

Scandalized, indignantly offended, stutteringly appalled, sickeningly grossed out, bug-eyed with rage -- you get the idea -- in response to some word, phrase, idea, joke, characterizatiuon, slur, insult, etc. Particularly applies to a woman, woman's group, or women in general. thereby increasing male glee. In fact, guys are delighted by the distinctly feminine tint the term has taken on recently.

"EXCUSE ME?? Did you just call me a (c-word)? I am OUTRAGED!! Help! Police! Somebody arrest that man!"
