The first Pigeon or Pigeon 1 will tell you that it has to discuss with the Pigeon above them before anything is decided. So, Pigeon 1 will head-bob their way to Pigeon 2 and the second Pigeon will also say that it has to take the idea to the Pigeon above them and so on and so forth. After your idea is discussed amongst all the Pigeons, they will come to the conclusion that since the idea was not thought of by the Flock itself, it must be rejected.
All that time wasted discussing the idea itself, no actual work or change happens when the Flock of Pigeons gets together.
