A person who is fake and is also a scheming opportunist, and who often uses ruthless measures and competition, in order to get what they want. Scumbags are prone to and manipulation and subterfuge. They will stop at nothing to get what they want even if it means hurting other people. Basically, a crook. A cheapskate. A chancer. (british slang)

most of Eastern Europeans and Russians are scumbags. do not make deals with these suspicious people!
