This phrase is a reference to the commonly used phrase “Let’s Just Be Friends”, which is primarily used by women towards men. This counter-framing of the dynamic rejects the “LJBF” frame, and instead asserts that you are not interested in a relationship that excludes romance/sex. When you receive, or send, a message to someone you have hooked up with or had a relationship with in the past or wanted to but didn't have the opportunity.

This is the same as hey stranger but used in a sassy way. This sometimes means the other person wants something very much with you. It can be used in the middle of the conversation when to play with someone meaning something but not saying it.
