Often refers to someone who lives in the ghetto or lurks in neighborhoods. Can also be defined as someone who walks around in a hoodie. Can be used as a slang term for an African American.

Tim:Have you seen Marcus?

Cody:No, why?

Tim:I heard some guy call him a hood walker and wanted to meet up in his own hood.
