Because Elvis' mum is relatively unknown in her own right, she can be used to illustrate the lies or exaggerations told about others when the audience is unlikely to know the truth. When somebody exaggerates about themselves or others, an overblown claim about Elvis' mum can be used to show up the speaker as the rotter they are.
