The description given to person who is so completely incapable of organising themselves they couldn't organise a piss up in a brewery, usually your boss or a figure that delegates to you, the effects of them being unorganised nearly always has a negative effect on others and not themselves.

My boss is such a fletcher, he lost us a contract with a big retail client because he was playing Golf and was late.

Beer fetcher

Like a dog fetching a bone, a beer fetcher is someone who is used for the purpose of bring you beer after beer. See also Wifeslave.
