He's most likely Russian. The name originates from Arcadia in Greece, but was adopted by the Eastern Europeans. It became a popular Russian name in the 19th century after a popular author named a main character Arkadiy in a book. He's very cute and has a great sense of humor. He's cooler than an iceberg in the Arctic.

I met an Arkadiy in the local grocery store and I didn't know what to say.
