Its used as short for a slang Spanish and Italian term, "culo", spelled "coolie" referring to the buttocks.

Oh my god that man's coolie is delicious. He must work out.

Obama coalition

A devout group of supporters who worship their leader and believe he/she will create the change he/she promises, but then are ignored the moment the leader attains power. A common political maneuver seen with Obama supporters who rallied together to get him elected and were then summarily abandoned by the president.

We got played by the city council, they promised to use the funds to refurbish the community center, but instead used the money to build a sports arena. They used all of you to get elected because they saw you as an Obama coalition.
