An english (british) phrase that describes a person who is extrodinarily cheeky to the point of mischeviouvness. It is often used in jest but can also be very direct and insulting.

Jest: "Dude, that was an awesome practical joke, you cheeky devil!"

Insulting: "Bastard... you cut me off you fucking cheeky devil!"
