Absolutely the most annoying phrase Texans say! I have lived down here the past 14 years and have never gotten used to it. It still rubs my Yankee ears the wrong way.

It means "I can't hear you or I don't understand".

Person Number 1: "Well, I blah, blah, blah..."

Person Number 2: "Do what?" (usually said in a rude tone)

Something you say during an awkward pause in conversation in attempt to start conversation. However this will just make the conversation more awkward and draw attention to the pause.
