A wad of toilet paper you place on the edge of the toilet seat in a public restroom that you rest your pecker on so it doesn't rub all over the missed urine, feces, and other "elements" that cover the toilet seat.

That toilet seat was gross, I though I'd catch something If I let my dick touch it.
