A phrase used to express glee when an fortunate event occurs that allows the individual to get something or "come up" on something for nothing. In lamest terms, getting something for nothing.

when someone flinches or says something very wrong the person usually says COME DOWN and you take ur hand and you run there neck. MOST IMPORTANT RULE IF THEY SAY ONE BEFORE YOU SAY COME DOWN YOU CAN NOT RUN THERE NECK
