Flea

A person who doesn’t tip or tips very small amounts in a bar or restaurant. Refers to people who, like a flea, metaphorically have arms that are too short to reach down to their pockets.

In the hope of getting a decent tip, the bartender presented the bar tab to the person that he knows tips well, not to the flea next to him.
