A derogatory term to call a black person. Rappers (Predominantly black) use this phrase A LOT.
This is also used in urban African-American language where calling another darkskin a nigga can refer to them being their friend (or something like that, whaddya expect? I'm not a fuckin dictionary)

Rick Ross: 'Look at yourself, now look at me! You can't see it nigga, I'm what you used to be.'
Lil Wayne calls himself, 'The hottest nigga under the sun..'
