This doesn’t necessarily mean that the the player has 100%’d the game, just that they have experienced the main storyline. There may be more side quests, post-credits content, or DLC/expansion packs available.
I rolled credits on The Legend of Zelda: Tears of the Kingdom last night after “only” 250 hours of play time. I still have about 400 koroks to find, though.
