It is referred to as a Girl Scout Drink by real drinkers who chose to be a man and drink a Fire Marshall Special to keep their manhood alive.

Meaning the same as "atta boy" or "atta girl" only without the gender specific reference. Akin to "atta boo" , but not generally used in the same sexual context. (girl: "baby i suck it for practice". boy: "atta boo")
If your dog runs across the park and shoves his snout up a hot girls summer dress then common agreement is that you gotta shout "atta scout" unless she freaks out or pouts.
