This phrase refers to a man with an unusually large penis. The "Zulu" reference is a way of paying respects to the freakish penis size of this African warrior culture.

Shaka Zulu

Hip, modern, in, funky or cool.

This expression stems from the 1988 Tom Hanks movie Punchline, in which the character called Albert Emperato played by Taylor Negron, uses it to refer to anything cool.

That jacket is very hip, very cool, very Shaka Zulu.
