When you don't have an argument to support your position, so you choose to make fun of the other side instead (appeal to ridicule) knowing some people won't be able to tell the difference.
Person A: "There are multiple legal, moral, and logical issues with your immigration law, and it is causing massive problems for no real reason. Do you have anything to support this?"
Person B: "Ummmm... uhhhh.... Womp womp?"
(Some) Viewers: "Huh, 'womp womp' is clearly a logical argument."
Person B: "Ummmm... uhhhh.... Womp womp?"
