Connotation: Crooked, uneven, badly proportioned, disoriented, off-center either temporarily or permanently; might be the Pennsylvania/Ohio version of the possibly Oklahoma/Texas whompyjawed. Can describe a thing, person, or idea.

If you ask me, Rand Paul is one whopperskewed dude.

One who snaps another's neck with one swift strike of his (or her?) mighty shlong. One who frequents the use of whippersnapping, is referred to as a whippersnappper (commonly by the elderly).
