It acknowledges that the speaker has recognised that they have jumbled their words or forgotten the ending to their sentence. The proclamation of "PARASHNEEP" in a quick, high pitched manner makes the speaker immune to sarcastic comments or abuse for their observed inability to speak by their peers.
