In the instance where a concerned outside party wants to encourage action on the part of a friend or family member, this sage advice is given to provide positive peer pressure to encourage an action. In some cases, no preference is given to either possible decision. In other cases, strong prejudice towards a particular path accompanies advice to "poop or get off the fence". This is in no way to be interpreted as a directive to poop on a fence.
