Not everybody becomes an informer to a government official, since not everyone has a path to power on their mind.
The misinformer girl would laugh about what happened with the governor when she wasn't on camera or in front of a crowd, but would put a serious poker face on when she was talking in detail about everything she claimed the governor did to her.

Someone under the guise of an informer that doesn't inform, but rather misinforms the people close to them.
The misinformer girl was trying to get the governor to step aside of her path to power, and would say or do anything, and would get rid of anyone that blocked her from the power she thought she was owed/deserved.
