Is the term used to describe the lisp that effeminate homosexual males often have. It originated from the term "cocksucker" being used as a slur for male homosexuals. It was popularized on the HBO show The Wire when Rawls used the term while dressing down Dets. Bunk and Freemon for failing to bring in foreign nationals for questioning because they refused to speak English.
