Permafilth

Someone who just looks "dirty" or "dingy" no matter how many showers they take. They have this lingering dirty look to them. Yellow teeth, discolored skin.. frizzy hair. Usually a woman that has had sex with alot of guys or a guy who has had sex with alot of girls or a tweaker. Basically a ratchet usually contains some degree of permafilth.

Dan was looking a little permafilth with the meth binge.
Look sandy has been ran through so many times, she just looks permafilth.
I.e. a druggie, someone who carries stds, or a ratchet.
