Applies to someone who constantly needs to be messaged, via Messenger, WhatsApp etc.

Tania has such high message maintenance that I'm constantly on the phone messaging and can't get anything done.

Message spam is NOT when someone is sending may messages as a part of a bigger message. It's when someone sends many annoying messages with repetitive content, commonly tags which cause a notification.
