A variation on the more commonly used, "bull shit". People tend to use "bull con" to describe a situation that's "fucked".

Son: "Dad, can we go to Wal Mart (on July 4th)?"
Dad: "No bud, we're not dealing with these peoples' last minute patriot bull con."
