Really they are marginalizing and oppressing minorities further by constantly telling them the world is out to get them and they should be fearful of systemic issues.
Subsequently when the minorities desperately need to trust authorities and the health system they are fearful and end up loosing out.

Example: Saying for years the health system has systemic racism and minorities shouldn't trust it, then wondering why the minorities won't get vaccinated against Covid.
