A fly-by-night law put in place to target an issue, usually not well thought out and breaking many laws in the first place. i.e. Manchester,NH just enacted a law making it illegal to have a shopping cart in public spaces ( targeting the homeless) and anybody bringing their cart out to their car at a store, technically.
Instead of trying to house the homeless they enacted some Bird law which puts anybody at risk who uses a shopping cart not just the homeless.
