Someone who is unable to regularly get enough sleep despite trying to set a decent sleep schedule and having no reasonable excuse for not going to bed

Their lack of sleep stems more from the fact that they aren't responsible enough to go to bed at a reasonable time rather than them just having insomnia or some other problem.
