means that the world is in the eye of the beholder; it all depends on how you look at things; all people look at things from a different perspective and have differing opinions or views about someone, something, etc.
Everything is quantifiable in terms of individual perception.

To him, the new house is beautiful and grandiose in appearance; to me, it's ugly and pretentious. It's all relative, then, isn't it?

That's All Folks 

A phrase made popular by the Warner Bros' classic Looney Tunes cartoon, where Porky the Pig would show up at the ending screen proclaiming "That's All, Folks."

The phrase is often used mockingly or used as a somewhat humorous-toned but not actually meant to be funny manner.

1) means it's all good.

2) sometimes what you say when it's not actually "all good". misleads the person making them think everything is alright when really you are plotting your revenge at that very moment.

3) another way to tell someone everything will be ok, even when you know it's not.
