An excesselively miserly person.
Despite common opinion, it does not refer to people with darker skin.
In fact the most well-known niggard was/is white!

Scrooge, from a Christmas carol, is a niggard and therefore niggardly.

niggardly nagger

a cheap, stingy person who complains to others, usually to obtain goods such as fried chicken, watermelon and kool-aid (or money to obtain the aforementioned.)

Jamal kept asking for some of my KFC today, even though he had his own meal. He's such a niggardly nagger.

To take a cheep POS car tent the windows black as sin and add rims, a loud radio, seat covers and a gold plated hood decorations to it. ect It will will smell like weed and menthol cigs when the window rolls down.
