"Ski'd up" means to be wearing a Ski Mask.

Ski mask are also known to some people as a Balaclava.

You wear ski mask to hide your identity or when it's really cold outside and your face begins to feel frozen.

The bad guys in movies usually be Ski'd up.

On Plies' album "Definition Of Real" cover he's "Ski'd Up".

In the scene "payback for Harold" in the 90's movie "Menace to Society" Kane and O-dog were "ski'd up" when they murdered the Bloods in front of the outdoor restaurant.

Goons are normally get Ski'd up before hitting a Lick or doing a Hit.

This phrase is commonly used by ghetto southerners to express how attractive they find someone to be. Instead of just saying that the person is fine, they unnecessarily add the 'up' at the end to make it true southern slang.

Tagging, in a graffiti sense. Oftentimes "striking up" is terminology used by gang members when they go around their hood and rep their gangs through graffiti, but can also be used when referring to regular tagging.
