The action of going to happy hour (bar, restaurant, etc.) with others in an attempt to get discounts on food or drinks from said establishment.

We went happy houring on Wednesday night and got cheap fries.

When a snitch (A person who has ""tattled" on another person) rats out someone in return that someone rats out them for something else resulting in a repeatment of person 1 to 2 rating each other out until someone runs out of things to tattle about.
Usually happens among kids in presents of an adult; specifically between siblings.

usually lasts a hour

jim: fine i'll tell mom you went to the store when she did not allow you!
ann: and then i'll tell mom you did not clean your room

eventually adult gets involved

this is called "rat hour"
