When you repeatedly crouch over the face of a defeated enemy (usually in a video game), as a sign of disrespect and/or dominance

Normally live raffle draws are done by good look ladies but ocasionaly a hot man will do them. These are Raffle Beef. The hot guy is a beefcake but shortened to beef because the phrase has to identify he not just a normal beefcake. He also presents raffles hence the term Raffle Beef.
