Any and every person who has a lower value and social status than the one using the word. The word becomes different when it is used for (good) friends. In the last example, more emphasis is placed on the fact that it is a younger acquaintance.

"Person 1: You gotta check in when you come to (place city here), nigga!
Person 2: Watch yo throat with that bs, lil nigga!"

"I grew up with (random name), that's my lil nigga"
