They may very well want the same core needs as the brat. Wanting to be naughty and provoke attention and pleasure. But they do it to make their partner have to fight for them.
They achieve this by talking and acting in ways that makes their dominant have to try in many different ways to get their true feelings out. All for the purpose of feeling the consistent affirmation of their dominants desire for them.
