He gives out candy to those who bbbbbbbbeeeeeeeeeellllllllllliiiiiiiiiiiieeeeeeeeeeeevvvvvvvvveeeeeeeeeeee. Popularized by the comic strip and TV show Peanuts by Linus, my man, who invited Lucy to go with him to the patch to see the Great Pumpkin. Twice.
