This means that the writer, instead of blanking, gets an overflow of ideas- the downside is that these ideas will usually not be related to each other. For instance, an author may be trying to write a biography and, due to Reverse Writer's Block, get ideas for the biography, ideas for a story about god-knows-what, lines for a poem, characters for a script, and so on.
This can be a good thing in that, due to the massive writing one does because of this, improvement can be accomplished. They can exercise grammar, word usage, and creativity.
