In other words, somebody's just been a snob or a jerk to you, your family, or your friends, and since you're really, really mad at them, you mumble "How rude!" when they walk off. Also a phrase made popular by the 1990's show "Full House" character Stephanie Tanner (played by Jodie Sweetin).
