In fact it should be defined as Oiligarchs since they actually acquired all their power(money) by stealing Oil companies in the rapid privatization era of 1991-1992.
Hey, one day I paid a communist official £50,000 in hard currency, the next day I own an oil field in Siberia...I am now for sure an "Oiligarch".
